Liquid near the gas orifice is held in place through surface tension,
but when the liquid surface comes into contact with the gas stream,
the gas stream imparts energy to the liquid,
breaking away some of the liquid and tossing it into the gas stream.
The spout into the gas stream directs the liquid into the faster moving portion of the gas stream causing the liquid to be impacted by gas with 10 to 100 times as much energy as would be at the edge of the gas orifice.
